A: Yes. It can.
Q: Does this function by a cloud? Any fees associated with its usage?
For your commands for movement such as stop, go left, go right, follow me, these are very simple commands. These simple commands do not require cloud.
If you insist in by a cloud, we can make. The problem with cloud is that it takes a bit longer to receive commands
